Factor 1 — Requests per month
A “request” is one submitted ticket (one defined change). Complexity can affect how long a request takes to complete.
Factor 2 — Active requests (queue)
“Active” means being worked on. If your active limit is reached, additional tickets wait in line.
Factor 3 — Priority level (time-to-start)
Note: This is time-to-start, not guaranteed completion time. Some changes take longer depending on complexity.
